Portable Support Model

By prioritizing portable, child-centered grants, children in foster care experience greater stability and continuity of care, because items and services that move with them reduce disruption during placement changes. This strategy ensures that support provided to foster children—such as clothing, school supplies, or personal care items—can transition with them across placements, maintaining a sense of consistency and dignity. Unlike fixed or home-based resources, portable supports center the child’s individual needs and mobility, distinguishing this approach from broader family or household-level interventions.
