This strategy emphasizes balancing constitutional rights like free speech with municipal regulations by proactively managing the movement and placement of vendors and petitioners during public festivals. Unlike purely permissive or restrictive approaches, it integrates compliance into event design to maintain safety and accessibility while supporting vibrant community cultural expression.
