This strategy targets the root driver of sexual exploitation—demand—by combining public education, perpetrator-focused interventions, and deterrence messaging to transform social norms around sex buying and exploitation. Unlike survivor-centered or law enforcement-led interdiction strategies, this approach emphasizes upstream cultural and behavioral change to prevent exploitation before it occurs, using empathy, awareness, and perceived detection as levers for systemic impact.
